The law is trying to stop distracted driving but has some loopholes. Drivers are allowed to use their phone to make a call, use it for GPS or if there is an emergency. Utah Highway Patrol says they are trying to educate the public this week, but the law gives them the ability to write 100-dollar tickets for using a cell phone.
